Somebody in my neighbour did the same thing this morning in the 2 AM - honking 3 times (obviously picking up someone)!! Bastard (excuse my languange)! As for the dog running away....... hmmm, it must be running away for a good reason (dogs are very very smart!) - it must be trying to escape from the crazy owner!! Have a great week! :) Ha!
